Catherine Holm

State Lobbyist

Catherine “Cat” Holm joined the GTH-GA Washington State team in 2024 as a state lobbyist. Cat works primarily representing a variety of business, public utility and port clients, as well as education clients. 

Prior to joining Gordon Thomas Honeywell Government Relations, Cat worked at Instacart as their Policy and Government Affairs Manager for the West Coast, where she represented Instacart as a registered lobbyist in 11 states. Before that, she served as Director of Government Affairs and Legal Counsel for the Washington Food Industry Association, representing independent grocery stores, convenience stores and suppliers in Washington State and federally. 

Cat graduated from Washington State University for her undergraduate, and Gonzaga University School of Law, where she served as Business Editor for Gonzaga Law Review. Cat also authored an article for the Willamette Law Review, named “Columbia River Treaty: Negotiating between Hydropower and Ecosystem Based Functions.” Cat is an active member of the Washington State Bar Association, where she was a member of the Young Lawyers Committee from 2018 to 2021. 

Cat lives in Vancouver, WA with her husband, Dakota, and golden retriever, Indiana Bones.
